Request for Information (RFI) for Family Islands New Generation via Micro-Grids, Clean Fuel and Renewables.

 The Government of The Bahamas(“GoB”), in partnership with Bahamas Power and Light Company, hereby requests information from Respondents interested in offering renewable energy-based IPP projects for select islands of The Bahamas. This Request for Information (“RFI”) process intends to identify suitable parties for inclusion in future RFPs for the various islands.

The GoB invites independent power producers to indicate their interest in providing information on the above-described services and comment on the project requirements set out in this RFI. Interested eligible firms or individuals shall provide information on their qualifications, technical expertise and experience demonstrating their ability to provide the services, as outlined in the Format and Content Outline in Annex 1 and include any project recommendations deemed necessary inclusive of recommendations regarding components, design and material.

Responses should be submitted by via the Ministry of Finance e-Procurement Portal in both PDF and Microsoft Word formats with the subject line “Micro-Grid Energy Project RFI Response- [Respondent Name]” no later than midnight on Tuesday, August 22nd, 2023.

Request for Information (RFI) for New Providence Micro-Grids and New Energy Generation via Clean Fuel & Renewables

The Government of The Bahamas, in partnership with Bahamas Power and Light Company, is exploring measures of adaptation for responsible energy generation and usage within the domestic energy sector. With the adverse effects of climate change disproportionately impacting our developing nation, rebuilding adaptation and mitigation have become essential parts of our future planning and strategies. Over the medium term, our agencies seek to create more independence in energy generation amongst all islands, utilizing clean fuel and renewables.

The GoB invites independent power producers to indicate their interest in providing information on the above-described services and comment on the project requirements set out in this RFI. Request for Proposals (RFP) for Engineering, Procurement, Construction, Initial Operation, and Maintenance of a Clean Energy Laboratory at The University of The Bahamas on New Providence, The Commonwealth of The Bahamas 

The Project Executing Unit (PEU) is seeking entities for the design, procurement, construction, and commissioning of a Clean Energy Laboratory project at the University of The Bahamas (UB) in Nassau, New Providence, Bahamas.

Bidders shall submit a proposal for full turnkey solution including full EPC (Engineering, procurement, and construction) of the Clean Energy Laboratory that that will primarily facilitate research and development activities around solar PV on-grid or microgrids operations, maintenance and; which shall include but not be limited to:

  • Solar PV design for solar on-grid and off-grid systcems;

  • Battery energy storage system (BESS);

  • Power grid systems analysis and modeling;

  • Potential distributed energy resources control; and

  • Supervisory control and data acquisition (SCADA).

  • Solar on-grid and Solar off-grid prototype project installation

  • Capacity to easily support future grid expansion for distributed energy generation

  • Installation of generation bi-directional EV charging stations to support vehicle to grid technology

  • Installation of a computer system to support collection and storage of real-time metrological, wave and tidal data from a network of weather stations an buoys. This data will be used asynchronously or synchronously to predict and/or model wind, solar PV and microgrid energy systems performance through The Bahamas.

  • AC collection equipment to combine the output of each inverter and connect to the relevant utility Points of Interconnection.

  • Data acquisition systems

This laboratory will combine various technologies to primarily support testing, training, and capacity building. Ultimately trainees could further support development, deployment, operations, and maintenance of other solar PV alternatives and clean energy technologies in The Bahamas. MoF will own, operate, and maintain the laboratory. The UB may seek to contract follow on support for operations and maintenance and seek additional partnerships to support development of this project.
